Non domiciled status and Capital Acquisition Tax on gifts

Dear Sirs
I live in the UK and hold a UK passport. I am originally from India. I do not have a family of my own or a direct descendant.

My niece (my elder brother’s daughter) holds an Indian passport. She came to Ireland in Sep’17, completed her masters from DCU and has been living in Dublin since. She received her Permanent Resident Visa in Nov’20. There is no restriction on her economic activities in Ireland.

It is my intention to give her a substantial amount of gift in the form of cash but have concerns that CAT might apply on the gift. (I understand CAT applies on any gift over Euro 3000/= per annum per person)

I would like to ask if anyone can assist me with my queries
1)Is my niece a resident but non-domiciled in Ireland.
2)Are non-domiciled exempted from paying CAT on gifts until end of 5 years of residency. In which case is there still time and how long. (I have calculated having arrived in Ireland in Sep’17 she has spent less than 183 days in 2017, but longer than 240 days for years 2017-18 taken together).
3)Does it matter if I pay the money into her bank account in Ireland or in India.
