No claims certificate

My car insurance company cancelled my policy in the 11th month because of a technical error (a payment through my credit card did not go through - the bank says due to a technical problem at the insurers end).

However, the insurance company now refuses to give me a no-claims certificate because the policy did not run the full 12 months.

Can they do it?

I am new in UK - so suggestions most welcome.
