We're buying a second hand car at the weekend, the tax is out, how do we go about taxing it? Do you need the insurance cert for the car first? Do you need the car registered to you?

Yes, you cant tax the car until you have the vehicle reg cert and an insurance cert.
If ( as happened to me) you get a ticket for no-tax while waiting for all this, then after you have all your docs, tax the car and make sure to pay the arrears back to then you bought the car, and reply to the ticket with copies of all the docs and the ticket should be waived.

If you insist, Your insurance company should issue you with an insurance disk for 2 weeks, until you have the vehicle reg cert. The insurance disk is more important, as the offence of driving uninsured is much more serious.

Your insurance company will issue you with a insurance disc by return post. You dont need the car registration cert to get your insurance. It will take up to three weeks for the registration cert to come back from Shannon. It is up to the seller or the garage that you bought the car from to send the details to Shannon. When you get that you can then tax your car from the date you bought it.
