+1, which is why testing 10 yeard old cars once a year is load a of rubbish. Lets give all young male drivers a 2010 car to eliminate road deaths !
 
Maybe drivers under/over a certain age should be tested every year on their driving skills
 
Drivers with so many points and convictions.

Mind you if there don't enforce drivers on the road, there zero point anyway.
 
better roads would go a long way to improving things, the NCT is an " EASY" for this shower.
