N26, Paypal and Revolut accounts

All,

I just opened a N26 account and this is a German bank apparently, I wonder if this is registered in Ireland or am I supposed to declare that I opened a foreign account ?
I have a Paypal account as well which I opened about 20 years ago and it looks like it's a Luxembourg financial institution and Revolut account opened a few years ago. I wonder how these accounts are viewed by the Revenue ? I'm sure every other person in Ireland has at least a Revolut or Paypal account, but realistically how many people even think they are foreign bank accounts and declare it ? I wonder if they are really viewed as foreign accounts and need to be declared ?

I have been through this recently myself - yes to N26 as its a current account based outside of Ireland. I think its a yes to Revolut. I don't know about PayPal - that seems less clear for personal accounts (business ones defo reportable) so maybe someone who knows better can advise - if in doubt you may as well report it when you report your N26 - eg when you do Form 11

PayPal is a payment service provider, not a bank.
