Money owed due to HMRC due to emplyer's error

Hi, I'm hoping someone can help me with a bill that has arrived from HMRC.

In the 2009/10 tax year I had a shortfall in my tax payments of £450. I contacted HMRC and was told this was due to an error made by my new employer, a city council, as they had given me an excessive personal allowance (I imagine by not taking into account the money I had earnt in my previous job). I had supplied them with a P45 when I started the job.

Whose responsibility is it to pay this money back? Mine or the emploer who made this error.

I no longer live in the UK so I am unable to pay the money back through my tax code.
