Hi,
I own a house in a midland town and it is my PPR. I only bought the house 18 months ago but now I may be transferred to the south. This means I would not be able to live in my PPR. Would I have to pay the stamp duty clawback if I sell within 3 years? Also, if I decided to keep the house and rent it out, would I have to pay a clawback?

If you keep the house and rent it out then yes, you will have to pay a SD clawback.

If you sell the house, there will not be a clawback.
