If a medical card patient is moving to live in a different county - which is still in the same HSE administrative region (HSE West e.g.) - is he/she required to register with a doctor in the new area or is it permissable to remain with the current G.P., if preferred?

I believe you must be within a radius of X miles of the GP's practice. I have no proof of this and it may be an urban myth and I don't know what "X" might be. Can you ask the GP's receptionist, they are invaluable founts of knowledge IME.
The "X" is 7. You must live within 7 miles of your GP practice. Otherwise you can fill up a "change of doctor" form and inform them in writing of your change of address
No and it wasn't a thinly veiled reference to Apple's new new phone due in late October where "X" is Ten!! Maybe I should have typed the more humble "x".
