Maximum length of time for applying a charge to your bill?

A friend withdrew money using her credit card in NEw York in the first week in January, $120, she has not been billed for it and is wondering will it appear on a future statement.
Her credit card company here, when queried say they can not bill her until they are billed for the money from the American Institution.
Would it normally take this long for a cash withdrawal to appear on a statement.
IS there a time limit on when they can apply this charge?

No, I don't think so.

I undertook a CC transaction in Croatia last May and it didn't hit my statement until January.
