Management scheme for street

Since moving in to our house 5 yr ago each tenant has been paying €300 a year to a management scheme run by the builder to maintain the grass and private sewerage system.
We have no idea of any of the accounts and how much is the balance.
Is there a legal procedure to audit the account because the management avoids arranging any meetings

Renting tenants?
They have no say in the management of private areas.
That's the right/responsibility of the owners

Owners' Management Companies - CCPC

If you buy a property in a multi-unit development, an Owners? Management Company (OMC) legally owns the common areas and is responsible for their upkeep.
