Is a PAYE worker in the Republic of Ireland obliged to file a self employed Income Tax return in the UK with details of foreign income and receive credit for the foreign (Irish) tax paid? In this case there is a balance of tax owed to the HMRC.

Presuming that the return has to be filed does both PRSI and National Insurance have to be paid both sides of the border? Also can someone please clarify how the transborder relief operates since I'm not sure if there has been recent changes to legislation on the treatment of cross border workers.
