I live and work in the USA. I am looking at a commercial property at home in Dublin as it has good tenants who are paying 20k per year rent.
Would I have to pay tax on this rental income? If yes, how much?

Yes you would have to pay tax in Ireland on any rental income on a property situated in Ireland.
How much would depend on expenses / depreciation related to your rental account.
Your tenant should be withholding 20% tax from the rent and forwarding same to Revenue unless you have a nominated person (family member or Letting agent for example).
In an emergency, who does your tenant contact? IMHO, a tenant should not be expected to have to contact someone who is outside Ireland. If the tenant decides to vacate, who will check the property? How and by whom will the tenant have his/her deposit returned?
