Leaving the country-Tax Refund for past 3 years

Hey,

I'm non EU Citizen working full-time medical job in Ireland since 03/2017. I'm planning leave the country on 07/2020 permanently. I'm wondering if I'm entitled for tax refund for the past years.

No. Tax refunds don't work like that in any country I'm aware of, otherwise everyone in the world would be on the move and not taxed anywhere.

What you may be entitled to is split year treatment in the year you leave. As our tax year runs January to December; you'll be taxed as if you were going to be here for the full year. Depending on you earnings, you may be entitled to a refund of tax for 2020 based on unused credits and rate band from the portion of the year you are not employed in Ireland.
 
You can claim up to 4 years back for any medical expenses etc., If you overpaid any tax you can also claim that back.
