Braygoat, my neighbour had a problem similar to this, room below a patio.
The mgt company came out and lifted the patio spend ages on this and achieved nothing. I had pointed out that the pointing on the facade was old and probably deteoriated on their outside wall, allowing driven rain to penetrate. This was the issue.
You may have an internal or hidden drain to the patio which is not sealed correctly this would allow water to seep into the wall structure too.
If you have paid your management fees, you should not have to engage an independent as the problem should be covered by the lease agreement. I would hound the management company about this.
