Kids playing on right of way

My friend has a house and he gives right of way to people living close to him, He owns the land where they drive their car on to get to their house, the kids of that house are starting to play on skates on the right of way, My friend is afraid one of the kids will fall and claim of him, What should he do any thoughts, the guy who owns the other house is a bit funny not like Eddie Murphy funny

No, just normal house insurance

That's what I mean. Normal house insurance often (normally?) includes some level of public liability. Check the terms & conditions to see if it extends to the right of way and to what extent.
