Is Irish VAT chargeable on second-hand goods bought from UK?

I just received a 2nd hand engine part from UK but the seller didn't show the description as 'second-hand' or 'used' so I'm probably screwed on this occasion but want to know for future purchases.

Second-hand goods are liable to VAT at the rate applicable to new goods of the same kind.

It's all based on the value as opposed to whether it is new or S/H.
