Is there any support for eldery getting Phonewatch installed ?

My parents are looking to get Phonewatch installed (aged 63/64 and 67/68 I think). Mum is a homemaker, Dad is retired. The quote from eircom depending on windows / doors and motion detectors is about 1800 (incl Vat) installation. . . there is no discount for retired eircom employees it seems...
In addition to installation there is then also a 21 euro monthly fee.
Is anyone aware of any state support that would be available?

"Security Measures for Older People

Grants have been made available (by the Department of Community, Rural Development and Gaeltacht Affairs) to voluntary and community-based organisations to provide security measures for people aged 65 or over living alone or living in households made up exclusively of older people and who are unable themselves to install or purchase such equipment.

This funding can be used to provide small scale security measures such as window and door locks, door chains, security lighting and strengthening of doors and windows and for socially monitored alarm systems by neighbourhood watch or community groups. It is not available for conventional alarm systems.

Applications are assessed by advisory committees made up of representatives from local groups such as Community Alert, Muintir na Tíre, Irish Countrywomen's Association, the Society of St Vincent de Paul and agencies such as the HSE, local authorities and the Gardaí.
