Is there a legal minimum pay for working on a public holiday?

The company I work for has introduced a new policy that basically pay double time and a day off for employees up to a middle grade but for people in more senior grades they get basic pay and time in lieu at the discretion of management (which is a joke as they can't even take their normal entitlement because they are under so much pressure).

Is there a legal entitlement to a premium for working public holidays in Ireland?
