Is Loss made Irish Life policy a capital Loss

I made a loss in a Property Investment Portfolio Bond with Irish Life, I invested approx €30,000 and have received €17000 when cashed in, is this treated as a capital or income loss?

If it is a capital loss do I put it under other assets in the ROS Capital Gains section?
