If the property is priced competitively then you will not be in any position to negotiate as he will have his pick of tenants...however if its not then negotiate by all means, you'd be a fool not to.
My experience is that Irish people in general have forgotten how to negotiate thanks in no small part to the tiger years,there is an art to successfully getting the price you want in that the other side goes away thinking they came off better...when in fact they didn't...everyone's a winner.
But always remember you are entering into a contract which requires a deal of goodwill from both parties,its not like you dicker on the price,pony up the cash and exchange merchandise parting never to see each other again.
Negotiate in a combative fashion and the Landlord will suspect you are too much like trouble/hard work and will pass on you,keep all negotiations pleasant & amiable.
