Is it possible transfer a balance from a UB Visa to an UB MasterCard to avail of 0%?

does anyone know if its possible transfer a balance from a Ulster Bank Visa to an Ulster Bank MasterCard to take advantage of the 0% rate?

I wouldn't think so, 0% reserved for new customers (of the bank, not MC or Visa).

What's stopping you from moving to another card issuer to avail of 0% ? Also Bank of Ireland do 2.9 % on their gold card for 12 months for balance transfers.
