Is It Necessary To Register For ROS and MyAccount

An Irish lady with a PPSN wishes to register for income tax for a B&B.

According to Revenue, ROS is for .....
"Any individual or entity with an Irish tax registration number already registered for a business tax e.g. Income Tax, VAT"

So registering for ROS at this point seems a bit premature.
Should she register for business income tax by creating a revenue myaccount
or fill in and post a TR1 form ?

You register for income tax first then ROS.
