Is a Statutory Declaration required from overseas seller for Irish property?

To break a tenancy, one of these is required to sell a property usually.

Would a foreign solicitor operating overseas who wouldn't have any knowledge of Irish law suffice?

Anyone any experience of this?

A small clarification here - the local Irish embassy does not provide such services.

It seems like we are forced to fly back to Ireland to sign a document (signature must be witnessed by Irish solicitor/notary public)
 
Do notaries sign documents in non-native languages? Or likely we will have to pay for an official translation and then pay for the notary to witness the signature. Cheaper than a flight, I guess .. .. ..
