Am I missing something here in this piece by Dominic Coyle?

The guy has an Ulster Bank non-resident account and has been told by AIB and BoI that he can't switch from it to their non-resident account.
I don't think that he has been told by them that he can't open an account? But it's not clear from the article if this is what has happened.
So what is the issue? If he is a non-resident, he presumably doesn't have a very large quantity of debits and credits. So he just opens up a new account and manually switches them himself, if he has any.
Maybe it's just a badly written question and answer confusing switching with opening a bank account.
It's clear from the websites that he can open a non-resident account, so why did he have to wait hours on the phone to speak to someone to be misled?
