Investment Fund Value If Euro Breaks Up

I see that several posters are touching off this issue. There seem to be contradictory answers to this issue from posters

If you have say 10K euro in a global equities fund based in ireland from say irish life , and ireland leaves the euro/ euro breaks up, can the government decree (as per say deposit accounts) that 10k euro in an investment fund is now worth 10K irish punts, or because it is non cash, it will retain the value of the underlying global equities?
Would you be better off buying an investment fund abroad or say an etf/ shares?
