Do not go ahead with this ........ unless you want partial insulation/cold bridging and tossing away good money. When the blocks are laid some mortar 'bulges' up into the cavity ....... thereby reducing it. Now, if you take the four corners where the blocks meet, add in the 1/2" mortar plus the 'bulge' into the cavity ........... if that represents only 20% - 30% of the four blocks, then that guy should return to primary school ......... and this time pay a bit more attention to the math detail.
