I presume that you are paying community fees?
If so, the fees have to be payable to someone, and they should be the people that you should 'haunt' about getting this resolved. Unfortunately, if there is a liability claim and the insurer does increase the premium, it will be passsed on to you and the other owners.
Probably better to put your grievance in writing to both builder and management company so that there is a record of your concerns(keep a copy). It might be harder for them to pass the buck if there is an issue down the line.
