Inheritance Question

hi all, great site here and very informative,
my question is in relation to when inheritance tax would be liable,
the will was worded that the executor/trustee was not to sell the house until the youngest child reaches 21 and upon that date to sell the house and the divide the proceeds equaaly among the children,

my question is when would the liability to inheritance tax be, at time of death or at the time of sale of the house some 10 yrs later,

My understanding is that the estate is valued at date of probate and that you are liable at that time. Don't know what the situation is if minor children involved. The exemptions are very liberal at over 466K per child so unless the estate is very large you won't be liable to any tax.
