If a house is sold to the council does it get put on the property price register?

Hope I'm asking this question in the correct place -- does every house that is sold get put on the property price register?? In all cases of sale?? For example if a house is sold to the council does it still get put on the register??
 
For some reason when houses are sold to the council they don't seem to be added to the property price register . I know of three houses bought by the council over the past three years and they haven't been added. I don't know why .
 
Can anyone answer why the council doesn't have to be registered on the PPR? I can't understand why this should be the case!
 
Do the council pay stamp duty? The register is compiled from those returns.

I see 'A dwelling let by or to a public authority or voluntary housing body' does not have to be registered with the PRTB either! If there is a register of rented properties it isn't really complete then is it?

I'd also like to know why this is the case too?

Well I think the answer is in the name of the PRTB - the Private Residential Tenancies Board.

Per Citizens Information Bureau:
"The Private Residential Tenancies Board (PRTB) is an organisation set up by the Government of Ireland. Its main role is to provide a dispute resolution service for landlords and tenants."

I don't know having never had any dealings in that area, but I imagine there's already plenty of regulation of tenancies in the housing authority area - the PRTB exists in order to regulate tenancies between private landlords and their tenants.
