HSE: VER & VR Schemes: Are these schemes restricted to Admin jobs?

I have a specific question: Are the Voluntary Early Retirement scheme and the the Voluntary Redundancy schemes restricted to A) those working in Admin or are they B) open to all in the HSE?

If the answer is A) then what is the definition of Administration to be applied by the HSE?

HSE: Voluntary Early Retirement Scheme and Voluntary Redundancy Scheme.
 
Admin grades are to be granted the scheme they opt for, whereas the support grades may not.

There are other early retirement schemes open to all grades but they require Line Manager Approval.

I don't think they will get anything like the numbers they need so a compulsory redundancy scheme will be next, either early next year, or early December.
