How was stamp duty calculated on house purchased in 1988?

A house was purchased in 1988 for the sum of £45,000.
The Stamp Duty on the Assignment Document amounted to £1,800, (Mile punt £1,000 + Cuig Cead Punt £500 + Da cead Punt £200 + Cead Punt £100.)
How was the Stamp Duty amount of £1800 calculated in relation to the purchase price of the house?

Looks like a rate of 4% stamp duty applied. 4% of 45,000 is 1,800.

I recall from the early 90s that stamp duty of 6% applied to houses over 60,000 punts.

Does anyone know how stamp duty is charged on a 0.5 acre site, purchased only if outline planning achieved.

Solicitor stated "7.5% stamp duty so if site €80,000 stamp duty will be €6000". I read elsewhere online that 1% on site for house builds.
