How to paint a red deal floor ?

I have a red deal floor in our bathroom and its gone so orange with time I absolutely hate it. We have never had any problems with water damage etc but now would like to paint it an off white colour.

How much sanding do I need to do is just taking the bare gloss of the top enough or do I really need to sand it down.

What paint do you recommend etc.

I've read through the key posts but couldn't find the info I needed.
