hi, all how much of a new build needs to be completed before planning runs out,i have heard once you have you roof on ,your ok .im in the donegal area,thank s

I'm no expert but I thought the same as you......when the roof's on, someone else maybe able to confirm this.

I was under the impression that house had to be fully sealed .... roof, windows and doors.

and I thought it was you had to build up to the roof. but not have the roof complete. plus you do sometimes see houses built from foundation up and no roof in rural areas so as to use the planning and then go back to complete. your county council will tell you what the rule is though.

I've heard the term 'substantial work' carried out. I guess this is open to interpretation by different councils/planning officers

"Substantial Work" was the term used by Local Authorities in Cavan Monaghan and Louth and generally ment up to DPC level in rising walls. I.e. Founds, ground floors and rising walls up to DPC level. This gave the LA the exact development location and floor areas if they ever wanted to check them. This was a few ago, and I do not know if they have changed their requirements since.

So if you have up to roof level build you should be ok.
If you have the roof actually on you have more than substantial works carried out...

The term is "Substantially Complete" and this is taken to mean that the structure has been erected up to wall-plate level.
This can mean that only the blockwork walls are brought up, with no windows, doors, render etc.
