How many refusals on social housing do you have with fingal co. co.??

My friend who is a lone parent lives in private rented accomodation and is on the fingal housing list....she has 1 child..she was offered an apt 3 half months ago in area un suitable for her needs so refused that offer and now 3 months later has been offered another apt in similar area..again not suitable ...the lady on phone from council has told her basically that with new legislation brought in that if you get 2 offers of housing in the space of 12 months and refuse them ,then you lose your rent supplement ..she was giving 2 days notice of which to reply to 2nd offer..if she accepted it she's have had to quit her job as her baby sitter is local woman and she'd also have to move her childs schools..
Does anyone know if its true does she now lose her rent supplement..??..The concil woman she was talking to is on holidays for 2 weeks no one seems to be getting back to her and she's v worried...
