How do I transfer only some apartment utilities into my name?

I'm moving into my first apartment on the 20th, and I'm a bit confused about utilities.

The landlord told me that I need to call the City of Anaheim and transfer the utilities into my name. How do I go about doing that?

Also, the apartment pays 100% of the water bill and the gas bill. However, the City of Anaheim lumps all of their utilities onto one bill. How do I go about separating those? Do I only put the electricity and sewer utilities into my name, but not the water and gas?

And does it matter when I do all of this?
