Primary requirement? Just go to paypal.com and sign up.

Slight correction - Paypal is not a card. It is just an account for online payments. You must have a bank account, and usually also, a credit card.

I'm not sure what the OP wants to achieve. Perhaps he could outline in greater detail?

But...if it's a paypal debit card, he is after, then open paypal account - and then apply for card.

Otherwise, some of the banks offer visa debit and of the ones that don't (and have laser) - they are phasing out laser and replacing with visa debit.

With moneybookers, they also offer mastercard debit card - same process - apply for an account - then apply for the card.
