Most people living in private homes or even hotels do not have or use bathroom heaters. The expense is disproportionate to the limited benefit they offer. In fact, bathroom heaters are seldom used and unnecessary when extractor fans are already installed.
Moreover, asking tenants if anything is wrong can unintentionally imply that there might be an issue. It’s quite ironic that Dublin City Council frequently neglects basic maintenance in their own properties yet rigorously enforces regulations on private landlords.
