Housing inspection non compliance Gas, Oil and Electricity regulation 12

I am a landlord renting to students and my property was recently inspected by the local county council.
It was found to be non compliant under regulation 12.
In the county councils report they note "there was no current periodic inspection report of the electrical installation available at the time of inspection. Please ensure a copy of a Periodic Inspection report is made available at the time of reinspection. The report should indicate that no remedial works are required"

The legislation for regulation 12 states the following

12. Installations for the supply of gas, oil and electricity including pipework, storage facilities and electrical distribution boxes shall be maintained in good repair and safe working order

The legislation does not mention the Periodic inspection report. Am I obliged to provide this report - it costs eur 600! Is there any way around this?

There is no issue with the electrics in the house but from what I hear once these reports are carried out electricians will find remediations to do in order to make more money.
So likely even more cost to fix something that is not an issue.
 
Don’t take any action until they follow up with you a second time, which often never happens. The person who sent you the letter is essentially unmotivated, so use that to your advantage. Local authorities tend to bluff about what they can actually enforce, and the process is usually lengthy. Their main aim is to extract money based on their perception of landlords as wealthy and greedy.
 
Requesting items like bathroom heaters, which are costly per unit, designed in a way that they often need frequent replacement, and require installation by a qualified electrician—adding significant expense—is unreasonable.

Most people living in private homes or even hotels do not have or use bathroom heaters. The expense is disproportionate to the limited benefit they offer. In fact, bathroom heaters are seldom used and unnecessary when extractor fans are already installed.

Moreover, asking tenants if anything is wrong can unintentionally imply that there might be an issue. It’s quite ironic that Dublin City Council frequently neglects basic maintenance in their own properties yet rigorously enforces regulations on private landlords.
