Household benefits package - DSFA flexible?

Hi all,

OK, I sort of know what the answer to this is going to be, but here goes.

My father is 66 (about to retire with contrib pension). My mother is 70. My brother is on jobseekers allowance and living at home.

All bills are in father's name. They have completed a Households benefit form requesting it in my father's name.

I have very carefully reviewed the requirements, and my interpretation is that DSFA will say NO, because my brother is living at home. However if it was applied for under my mother's name they would say YES.

If DSFA was flexible they would grant the HBP on the basis of my mothers age, but I suspect that it will be up to my mother to make all the accounts jointly in her name and then apply under her name.

Anyone know what the backlog is for the HBP? My mother does not want to bother with the account changes until she knows for sure. They applied last month...
