Hotmail - can receive but not send e mails

Set up an email acc for my son but when we try to send e-mail we get the following message: "This computer is currently blocked from sending messages. If you don't think you've violated the Windows Live Terms of Use, please click here." Have looked up terms of use but can see nothing other than users need to be 13 and my son not quite there yet (just 2 weeks out) so I went into profile details and changed accordingly but it is not still allowing us to send e mails. Can receive them ok. What have I done wrong here in registration process?
