Homeless or Council Housing ?

I'm not sure if this is the correct forum for my situation to be addressed so please move to an alternative one if so.

I am 72 years old and currently have a mortgage debt to AIB for approximately 145,000 euros, We are currently paying interest only on the mortgage, but have reached the point where this is proving near impossible to manage each month.
We are located in a country location and the prospects of selling our home is very unlikely, based on similar houses in the area remaining unsold for months now.
Ideally we need to move to a council owned property but I have no idea what our chances are of being qualified for such. If we hand over our house to the bank to dispose of we will then be homless. Would you envisage the council (Cork) having any degree of sympathy for our situation. Has anyone been in this position before and found a way out of it, thank you.
