help me please walls problem

Im painting my hall,but when i peeled back the paper,there were layers of paint (including a bright red) on the wall. ive peeled back what i can but its become a nightmare of a job,the whole house is in a heap and im only getting through one wall at a time VERY slowly, ive tried sanding,paint stripper but im ending up with very bumpy walls and im afraid to paint now. also the walls were never 'bonded' by the builder, and i would like to know how to do this as cheaply and effectively as possible. i cant afford to hire a decorator. I havent got a man so am doing it alone.
 
That sounds suspiciously like my house! The red paint in the hallway peeled off like latex in parts, but stuck like glue in others. We eventually found out that the walls had never been skimmed with plaster. My plan is to wallpaper, using a thick, textured paper to cover the worst of the bumps.

There is a readymade plaster that comes in a big tub that costs around €25, but you would probably need a professional plasterer to apply it to get a finish smooth enough to paint over.
 
you will have to polybond your walls as the wall paper will peel right back off the walls!! i tried it !!!! im dreaming red at this point
 
You probably should have used a steamer to remove the wallpaper properly.It is time consuming but if done properly will keep the board surface under the wall paper intact.
 
You should use lining paper 1000guage or thicker. It is designed with this problem in mind. You can buy it in any decorator shop an then paint over it
