Health Levy Exemption

Scenario

Wife - PAYE worker
Spouse - Self employed

Family received medical card in December 2008. Want to claim a refund of health levy for 2008. I know the PAYE worker is entitled to this. Is the self-employed contributor also entitled to reclaim health levy deducted in 2008?
 
If the self-employed contributor had a full medical card in 2008 then they should be exempt from the H/Levy. Normally, that would have meant ticking the relevant box on the Form 11. If that was not done and the levy was paid then I would expect that they should be entitled to a refund.
 
refund of health levy can be got from the department of revenue or social welfare. You also dont have to pay income levy.
