Have the bank, BoSI in particular, issued guidelines on PIAs?

I have been shown an application for a PIA which involves Bank of Scotland Ireland as the sole creditor on a family home.

I simply can't understand why they would agree to it. Surely BoSI would just want to see the home sold if the mortgage is totally unsustainable?

Has BOSI published guidelines?
