has anyone been offered a council house?

In February my mother received a letter offering her a council house after nearly 20 years on the register. It stated it would be available within four weeks. It couldn't have come at a better time as she is in serious financial difficulties and can no longer afford private rent.
However it has been nearly five months now and she seems to be getting fobbed off by the council regarding when the houses will be ready. At first they said their was a problem with the road, even though no sign of any problem was visable. Then they said there were legal issues and they had no idea when she could move in, yet I can't envisage what sort of legal problem they could be talking about.
This may seem like a trivial problem but it is causing her alot of distress, being in a state of total limbo and with no answers being given. Since she was told it would be four weeks she has all her things packed and ready to go.

Has anyone out there encountered a similar situation with council housing? Does this sound a bit odd? Could the council have simply changed their mind?
 
You might get a better response if this is moved to the social and affordable housing thread. Only person I know who got social housing just had to keep ringing the council. 4 weeks council time tends to be more like 4 months. I'd advise your mother to unpack and try to relax about it while waiting. Hopefully she'll get sorted soon.
