Halifax or Boi for monthly savings?

Its almost a year since my ssia matured and although I continued to save monthly I now have half of what I started off with. Why? Because there was full access to the account. My account is with BOI and Im not sure its the right one for me, also because i never knew what the latest balance was, as i never received statements. What Im looking for now is a means of saving about €250 monthly in an account I cannot access for at least a year, and where I can regularily check the balance.
Would anybody recommend the Halifax Monthly saver or do BOI do similar deals?
 
Have you looked at the Financial Best Buys forum lists of the best regular saver accounts on offer?
