Gully Cleaning/Street Cleaning issues.

What is the second person in the lorry for? What is his job description? Anyone know?
 
Dublin City Council workers recently gave me branded blue bags when I said I sometimes pick up local rubbish.

I leave the full bags out before bedtime beside a public rubbish bin and they are always collected by 7 am the next morning.
