gullies on a driveway can soakpits be underneath drive?

Help, I am getting a drive ready for tarmac, got kerbing done at weekend, now had a guy putting in 6 gullies, 3 eaither side, and he is using 4 inch bends into 4 sewer pipe, i had cut 6 lengths of sewer pipe but when i got home tonight i found that instead of putting soakways in garden he has put some UNDER the drive. I have sat here thinking if I get a lot of rain its possible the soakway could get full and lift the drive?

Why it was not done as agreed is beyond me!

Am I worrying unduly.

I have no experiance as such in this area, but I would be unhappy about it, due to compression on pipes and soil as taffic moves past over time.. I would prefer to keep soakaway under flower bed or to nearby dike.
 
thanks, the more I think about it the more I do not like it. He is back tommorro and will have to explain and then re do all the ones I think need re doing.
