Gift tax for non-residents?

If an Irish non-resisdent gives an Irish propoerty as a gift to an Irish non-resident, is the recepient eligble for gift tax?

The situation:
Sister A who resides in the US for the past 40 years is gifting her house in Ireland (left to her by her mother 20 years and she never used it or lived in it) to her younger sister B who has lived in the UK for the past 30 years. The house is worth €120k.

Will sister B ahve to pay the 25% gift tax as nether the donor or the recipient resides in Ireland?

Yes, Irish real property is subject to both Irish Gift/Inheritance tax and capital gains tax.
