getting existing website up and running

Hi Guys

My dad has a website which was designed by a guy who doesn't seem to know what he was doing (Dad doesn't know anything about computers etc) - the guy has now gone to ground and the website is not up and active. How can we get it up and active again, for the moment I just want people to be able to access the website, in a few weeks we are going to get some changes made to it so how would I go about doing this as well?. However, most importantly is getting the website up and running.
